As Georgia launches its State-based Exchange (SBE), community organizations will be vital to reaching underserved and uninsured populations across the State. Georgia is operating a Navigator Program and a Certified Application Counselor (CAC) program to partner with local organizations to achieve our shared goal of ensuring all Georgians have access to health insurance coverage.
Organizations are encouraged to apply for participation in Open Enrollment 2024. There will be opportunities for existing Navigator and CAC organizations and for those seeking to participate for the first time. To assist with the application process, the State held the following information sessions:
- The State held a Navigator Program information session on Tuesday, May 2, 2023, from 11:00 AM – 12:00 PM Eastern. A copy of the presentation may be downloaded here. The Navigator Grant Application is available below. Applications are due June 23, 2023 by 5:00 PM Eastern.
- The State held a CAC Program information session on Thursday, June 1, 2023, from 1:00 PM – 2:00 PM Eastern. A copy of the presentation may be downloaded here. The CDO application is available below. Applications are due July 7, 2023 by 5:00 PM Eastern.
About the Georgia Access Navigator Program
The Georgia Access Navigator Program is based on the federal Navigator Program run by the Centers for Medicare & Medicaid Services (CMS). An organization must apply and be approved as a Navigator Grantee Organization to receive grant funding from the State.
Navigator Grantee Organizations are responsible for overseeing the activities of individual Navigators. Typically, Navigators are employees of the primary organization. Navigators must be certified and licensed by the State to support consumers applying for coverage on Georgia Access.

About the Georgia Access CAC Program
The Georgia Access Certified Application Counselor (CAC) Program is based on the federal CAC Program run by CMS. An organization must apply and meet minimum requirements to be approved as a Certified Application Counselor Designated Organization (CDO). CDOs do not receive grant funding, but they will receive information and marketing materials about Georgia Access to share with the public.
CDOs also oversee the activities of individual CACs. Typically, CACs are volunteers of the primary organization. CACs must be certified and obtain the Georgia Access Specialist license to support consumers on Georgia Access. An organization may apply to be a CDO even if they do not have CACs.
